A cold case can be any criminal incident that has previously been investigated by law enforcement and that has been closed or is not being actively investigated. Most cold cases are investigations for violent crimes such as homicide, sexual assault, serious physical assault, kidnapping or child abduction.
A case may have gone ‘cold’ for a variety of reasons such as, lack of evidence, lack of leads, lack of law enforcement resources, hostile or uncooperative witnesses.
The decision to reopen a cold case involves many factors including, the severity of the crime, the cruelty of the crime, the age, the condition of physical evidence, whereabouts of previously identified suspects and witnesses and any new technology that may assist with the case.
